The Ministry of Economy, pursuant 6 programs secures financial assistance for business subjects in the amount of 18 million Denars
 Through several sector programs, the Ministry of Economy this year also secures subventions for the companies in the Republic of Macedonia. The purpose of the subventions is to increase the competitiveness of the Macedonian economy through support of the enterprises, to increase the development of certain sectors of the industry, to accelerate the introduction of international standards in the working of the domestic companies, to increase the capability for innovation of the enterprises in the domain of faster development aimed for better exchange of information, better flexibility and cooperation with the research institutions and similar. For that purpose from the budget are planned 18 million Denars through the following programs of activities:
1. Program for improvement of the competitiveness of the Macedonian products and services
Based on subventions, funds are planned in the total amount of 1,86 million Denars for the following purpose: Compensation of part of the expenses of the business subjects for certification of systems of quality pursuant ISO standards; Financial assistance for training of NASSR team for introduction, maintenance and modification of NASSR systems; Compensation of part of the expenses of the business subjects for prepared idea solution for industrial design of product placed on the market during the last three years; Compensation of part of the expenses of the business subjects for submission of international application for patent, that is, request for complete examination of the application;
* For certification of system of quality ISO, the Ministry of Economy compensates 50% of the evidenced expenses of the business subjects, but not more than 60.000,00 Denars separately per each business subject- requester of funds.
* For training of HASSP team for introduction, maintenance and modification of NASSR system, the Ministry of Economy grants financial assistance for training of up to three persons of the business subject, while each trained person will be granted up to 20.000,00 Denars. For receiving of financial support, the requester needs to practice production activity in the food industry or catering activity (restaurant or hotel).
* For preparation of idea solution for industrial design of product placed on the market during the last three years, the Ministry of Economy compensates 50% of the evidenced expenses of the business subjects, but no more than 30.000,00 Denars separately for each requester.
* For submission of international application for patent, that is, request for complete examination of the application, the Ministry of Economy compensates 50% of the evidenced expenses of the business subjects, but not more than 60.000,00 Denars separately for each requester.
2. Program for development of the tourism
Based on subventions, funds are planned in total amount of 25 million Denars such as:
* Subventions for different tourism manifestations and forums in total amount of 1 million Denars. The Ministry of Economy will subvention different tourism manifestations and business forums that are held by the tourism economy, for which there are no sufficient own financial means and request assistance or subvention from the Government institutions and are interesting for the development of the tourism.
* Subvention of foreign organized tourism market in total amount of 24 million Denars. Pursuant the legal regulative and the adoption of the Rulebook for subvention of the foreign organized tourism market, from 1 of January 2010 for the first time, the Republic of Macedonia will subvention the tourism market for brought tourist pursuant the conditions stated in the Rulebook. This measure is undertaken due to competitive domestic product on international market, alleviation of the consequences of the global economic crisis, as well as, stimulation of development of the tourism in the state. The funds from the first transfer are expected to be realized during the second half of this year when the season starts for charter and organized tourism market.
3. Program for support and development of the cluster association in the Republic of Macedonia
Based on subventions funds are planned in the amount of 1,9 million Denars. The procedure of granting of the funds on this base will be done through publishing of call in the public media for support of analysis of the clusters, development of business relations based on concrete action plans and projects with submission of program of planned activities and evidence of the expenses connected to the suitable activities.
Part of the expenses for this purpose is compensated by the Ministry of Economy in the amount of 75% of the project, but not more than 600.000,00 Denars separately for each requester.
The projects should cover activities that will stimulate:
* netting of the cluster associations in Europe and wider,
* development of products, and
* innovativeness.
4. Program for support of the textile industry in the Republic of Macedonia
Based on subventions funds are planned in the amount of 3, 5 million Denars for those textile companies that invested for:
* Development of market in the amount of 1,1 million Denars. The procedure for granting the funds from this point will be made through publishing of call in the media for expression of interest for submission of projects by the textile companies connected with development of the market. Part of the expenses for this purpose are compensated by the Ministry of Economy in the amount of 75% of the evidenced expenses of the business subjects, but not more than 180 thousand Denars separately for each requester.
* Commercial infrastructure in the amount of 1 million Denars. The procedure for granting the funds pursuant this point will be made through publishing of Call in the media for expression of interest for submission of projects by the textile companies connected with development of commercial infrastructure. Part of the expenses for this purpose are compensated by the Ministry of Economy in the amount of 75% of the evidenced expenses of the business subjects, but not more than 180 thousand Denars separately for each requester.
* Technological development in the amount of 700 thousand Denars. The procedure for granting the funds pursuant this point will be made through publishing of Call in the media for expression of interest for submission of projects by the textile companies connected with their technological development. Part of the expenses for this purpose are compensated by the Ministry of Economy in the amount of 75% of the evidenced expenses of the business subjects, but not more than 150 thousand Denars separately for each requester.
* Human resource development in the amount of 700 thousand Denars. The procedure for granting the funds pursuant this point will be made through publishing of Call in the media for expression of interest for submission of projects by the textile companies connected with the human resource development in the companies. Part of the expenses for this purpose are compensated by the Ministry of Economy in the amount of 75% of the evidenced expenses of the business subjects, but not more than 150 thousand Denars separately for each requester.
5. Program for consumers protection for 2010
From the budget of the Ministry of Economy are planned financial funds of 370 thousand Denars for:
* For financial assistance of the consumers associations for membership in the European Consumers Organization – BEUC and the World Consumers Organization – Consumers International, funds are planned from the budget program of the Internal Market Sector in the Ministry of Economy in the amount of 70 thousand Denars.
* For financial assistance of the consumers associations pursuant the Law on amending and supplementation of the Law on consumers protection (“Official Gazette of the Republic of Macedonia” No. 77/07), as well as, determined basic organization criteria that are to fulfill the citizens associations and foundations that participate on public call to be published in deadline of 30 days for obtaining funds from the budget of the Republic of Macedonia, pursuant Article 2 and Article 4 of the Codex of good practices for financial assistance of citizens associations and foundations (“Official Gazette of the Republic of Macedonia” No. 130/07).
6. Program for development of the entrepreneurship, competitiveness and innovation of the small and medium enterprises for 2010
* Co-financing of the European information and innovation center in Macedonia (EIICM)- Enterprise Europe Network in the amount of 3,1 million Denars. The European information and innovation center in Macedonia (EIICM) started work in March 2008 within the frames of consortium lead by the UKIM (University “Ss Cyril and Methodius”). EIICM project is part of the European CIP program (Competitiveness and Innovation Program) and the same should present involvement in joint projects with SME through this CIP program. Starting in 2008, the Government of the Republic of Macedonia is co-financing the activities of EIICM and the project also is co-financed by EU through CIP program 2007 – 2013.
* Co-financing of projects of the Business Centers for support of SME in total amount of 1,9 million Denars
Financial assistance of projects for:
1. Organizing basic trainings for start-up businesses,
2. Trainings for the existing entrepreneurs,
3. Promotion of the entrepreneurship,
4. Organization of fairs
The procedure for granting of funds from this item will be made through publishing of Call in the media for expression of interest and submission of projects by the business centers and evidence of the expenses connected with the suitable activities.
* Co-financing of the expenses of the business incubators in the amount of 650 thousand Denars
Financial assistance of projects for:
1. Organizing trainings for the tenants in the business incubators
2. Consulting services
3. Netting
4. Organizing b2b meetings
The procedure for granting of funds from this item will be made through publishing of Call in the media for expression of interest and submission of projects by the business incubators and evidence of the expenses connected with the suitable activities in the amount of 350 thousand Denars.
* Co-financing of projects for assistance and promotion of the artisans.
Financial assistance of projects for:
1. Organization of forums
2. Organization of trainings
3. Promotional activities (fairs, manifestations and others)
The procedure for granting of funds from this item will be made through publishing of Call in the media for expression of interest and submission of projects by the regional artisans chambers of commerce, citizens associations and foundations for support of the artisans and evidence of the expenses connected with the suitable activities. |
