The Minister of Economy and Labor, Besar Durmishi, today on public discussion that was held at the Assembly elaborated the Law on Working Engagement. Attached is the address of Minister Durmishi at the Assembly:
"The Ministry of Economy and Labor is actively working on measures to reduce the gray economy and provide social protection for workers. The draft Law on Working Engagement is also in this direction.
One of the goals of this Law is to prevent the emigration of young people as well as to give Macedonian companies legal basis to hire workers and reach as large a number of workers as possible.
In this way, they can expand their economic activities. We also aim to strengthen the economy through this Law because when a legal framework is created and workers are given the opportunity to earn legally, then those same workers will pay taxes to the state based on their salary, but also through indirect contributors to the economy, they will find a way to increase personal consumption, for the state to collect taxes, etc.
This Law enables a simplified procedure for hiring people for occasional and seasonal work in certain industries, and we receive a greater number of benefits in many different areas.
This Law is aimed at meeting the workforce needs of employers, allowing them to hire people with retirement pensions, as well as full-time students, without them losing other benefits, such as beneficiaries of social and child protection, registered unemployed persons (entitled to cash compensation and not deleted from the unemployment records), beneficiaries of retirement and family pensions, beneficiaries of social security, and the status of full-time student.
This Law helps in the fight against the informal "gray" economy, by formalizing undeclared work and is part of the state's strategic determination to stimulate and support the formalization of informal economic activities by establishing a system of preventive and incentive support measures.
This solution, with donor support, will be established registry for recording work engagement, more precisely it will be introduced institutional mechanism for the engagement of persons to perform work of a temporary and seasonal nature in certain activities in a simplified procedure.
- The Law covers 3 areas:
- AGRICULTURE, FORESTRY AND FISHING
- ACCOMMODATION AND FOOD SERVICE ACTIVITIES
- HOUSEHOLD ACTIVITIES AS EMPLOYERS
- Work engagement in a simplified procedure will be conducted by registering the person through the register for recording work engagement of the Employment Agency of the Republic of North Macedonia, while the collection of taxes and contributions will be conducted through an upgrade of the tax and contribution collection system of the Public Revenue Office.
