With the adoption of the amendments to the Law on Financial Support for Investments in August this year and the additional amendments that will be finalized by the end of the year, a stable, clear and transparent framework is being created that will enable higher-quality investments, the creation of new working positions and an increase in productivity in the economy, stated Minister Besar Durmishi.
These amendments will contribute to accelerated economic growth and a higher standard of living for citizens, which means higher salaries and lower inflation.
"Our goal is to encourage investments with higher added value through new measures - investments that will develop the manufacturing industry, introduce new technologies and innovations, and create sustainable working positions," he added.
The law precisely defines the entities that can use financial support – these are companies that make an initial investment of at least EUR100.000, within the processing industry.
At the same time, entities operating in primary agriculture, forestry and fisheries, as well as those performing construction activities related to the construction and sale of apartments and office buildings, are excluded, since these sectors are not part of the classification of the processing industry.
The Ministry of Economy and Labor has a leading role in the entire procedure – from the evaluation and signing of contracts to monitoring their implementation. This ensures continuity, control and accountability in the use of public funds.
Concrete and measurable results are expected with the implementation of the law, which begins on January 1, 2026. The Ministry remains committed to creating a predictable and supportive business climate, in which every investor – domestic or foreign – will have the certainty that the state stands behind them.
